QUALIFICATIONS:

  1. Bachelor's degree in Business Administration, Finance, Construction Management, Architecture, Engineering or other related field preferred;
  2. Preference will be given to internal candidates;
  3. Demonstrated knowledge of Colbi software with experience preferred;
  4. Experience in commercial or K-12 construction administration or similar activity preferred;
  5. Demonstrated clear understanding of bond project scope, budgets, contracts, and American Institute of Architects (AIA) documents preferred;
  6. Strong technology skills including knowledge of implementation and management of electronic data management systems;
  7. Demonstrated track record of successful goal achievement with the ability to think on a strategic level;
  8. Ability to read and understand construction specifications and standards preferred;
  9. Strong oral and written communication with co-workers, contractors, architects and consultants, principals and administrators;
  10. Demonstrated excellent organizational and communication skills and personal relations;
  11. Clear and valid Texas driver's license.

Annual Contract: 250 days

$59,028 (BA 3)

Salary Range (based on experience) as set by the Board of Trustees for the school year 2023-2024

 

ESSENTIAL FUNCTIONS:

  1. Assist Bond Contracts Manager with budget and contract management using Colbi and e-Finance software.
  2. Assist Bond Contracts Manager with budget tracking and project controls during all phases of projects and prepare necessary reports/documents as required.
  3. Generate contract documents which includes receiving, processing, and tracking documents to ensure timely and accurate review and execution.
  4. Assist Bond Contracts Manager with invoices and applications for payment which includes generating, receiving, processing, and tracking to ensure timely and accurate review and payment.
  5. Assist Bond Contracts Manager in generating, processing, and tracking weekly payment draw packages to be sent to Finance for payment.
  6. Assist Bond Contracts Manager in generating monthly accounts payable aging report for review to ensure timely payments and conformance with Texas Prompt Payment Act.
  7. Receive, review and track all required close-out documents in conjunction with the Contractor and Architect to facilitate a successful project turnover.
  8. Prepare detailed and summary reports to show the progress of close­out completion of all projects.
  9. Work with the Architect and Director of Contract Management to generate, update and track all front-end specification documentation during the design phase and preparation for the project proposal openings.
  10. Ensure that close-out requirements are clearly identified and applicable in the specifications for each project.
  11. Attend pre-proposal, proposal, evaluations, and any VE meetings for all construction projects.
  12. Attend pre-construction meetings and address the close-out process so that a clear understanding of and concurrence with close-out requirements as stated in the construction contract are achieved.
  13. Assist Director of Contract Management in project management control/contract standards in conformance with departmental standards.
  14. Assist in reviewing project controls/contract documents before the Director of Project Management and Director of Contract Management review and execution to ensure accuracy and compliance.
  15. Generate, process, and track District standard AIA contract documents in coordination with Project Managers for all project architect and contractor agreements.
  16. Comply with policies established by federal and state law, State Board of Education rules, and district local and legal board policies and administrative regulations.
  17. Travel to district construction job sites and facilities to attend owner/architect/contractor, coordination, and close-out meetings.
  18. Perform other duties as assigned by, but not limited to, the Director of Contract Management, Director of Design & Facilities Planning, Director of Construction Field Services, Director of Project Management and Assistant Superintendent of Facilities & Construction.
