QUALIFICATIONS:
- Master's degree from a recognized, accredited college or university preferred;
- Texas teacher certification preferred; administrative certification preferred;
- Minimum of four (4) years of successful administrative experience or an equivalent amount of human resource management experience in the public sector;
- Demonstrated knowledge of recruitment, selection and retention of employees;
- Knowledge of certification/credential requirements of public school staff;
- Strong oral and written communication, public relations and interpersonal skills.

ESSENTIAL FUNCTIONS:
- Accept and review applications and determine appropriate responses.
- Screen, interview, and recommend teachers and other personnel.
- Work cooperatively with peers, supervisors, principals and others to define personnel needs and to identify applicants who will best implement the instructional programs.
- Plan and participate in out-of-district recruitment activities that often require overnight stay(s).
- Assist in planning, implementing and evaluating the district programs for personnel recruitment, selection and retention.
- Act as a liaison between Cypress-Fairbanks ISD and colleges/universities, teacher centers, and the alternative teacher education programs.
- Provide support to campus staff related to employee development.
- Support student teachers with appropriate supervising teachers in collaboration with supervising principals and college/university program.
- Work collaboratively with personnel from Curriculum and Instruction and Administration to support instructional programs.
- Recommend and implement the use of appropriate technology and administrative procedures to increase the effectiveness of the department.
- Recommend updates to handbook and other personnel materials as needed.
- Supervise clerical staff as assigned.
- Articulate to the general public the school district's overall mission and goals and the ways in which the human resources staff provide support.
- Promote and support district goals as they apply to instructional improvement.
- Work cooperatively with others to ensure compliance with federal and state personnel statues and guidelines (EEOC, Title IX, Fair Labor Standards Act, ADA, FMLA, etc.)
- Comply with policies established by federal and state law, State Board of Education rules and local policy.
- Participate in professional activities and organizations to maintain current knowledge of human resources rules, regulations and practices.
- Assist with job performance evaluation of department clerical staff to ensure effectiveness.
- Perform other duties as assigned by the Assistant Superintendent for Human Resources and/or HR Directors.
- Regular and reliable attendance is an essential job function.
