QUALIFICATIONS:
- Bachelor’s degree or higher in business, education or public administration from a recognized, accredited college or university required;
- Three or more years of experience in Texas public school purchasing or finance or five or more years in another public purchasing environment preferred;
- Three or more years of managerial/supervisory level experience in an educational or business environment preferred;
- Knowledgeable and literate in computerized purchasing techniques;
- Strong communications, public relations and interpersonal skills required.
TERMS OF EMPLOYMENT:
Annual Contract: 250 days
SALARY:
$86,568 (BA 7)
Salary Range (based on experience) as set by the Board of Trustees for the school year 2016-2017
ESSENTIAL FUNCTIONS:
- Direct the day-to-day activities of the professional purchasing staff in accordance with local, state and federal policies and mandates.
- Maintain and continue to develop specification files for products and services required by all district departments.
- Maintain and continue to develop an authorized vendor file and qualified bidders files including a performance evaluation system.
- Become and remain knowledgeable of the timely requirements for products and services for the district including their function and purpose;
- Interface with principals, administrators, budget managers and related staff as necessary and be expedient to provide purchasing department assistance and support to facilitate an efficient delivery of the products and services required to successfully achieve the educational goals of Cypress-Fairbanks I.S.D.
- Supervise the purchasing activity and timelines to provide appropriate inventory stock levels in the Distribution Center.

Provide in-service training programs and materials as appropriate to maintain a knowledgeable and informed professional and paraprofessional staff regarding purchasing policies and related district services.
- Evaluate and develop recommendations for all competitive bidding required for the contracting of products and services for the district.

Develop and maintain a cost and value analysis program designed to provide for the timely replacement of capital equipment required for the administrative and instructional process of the district.

Provide departmental staff activity reports, purchasing and cost analysis, data, bid activity reviews and other communications as may be required to keep the administration informed and knowledgeable regarding the purchasing function.

Perform other duties as may be assigned by the Assistant Superintendent of Support Services.
